Due to the fact that power dissipation is proportional to the frequency that a signal toggles, it is desirable to maximize the amount of functionality for each toggle of a high fan-out net. Most likely, the highest fan-out net is the system clock, and thus any techniques to reduce the frequency of this clock would have a dramatic impact on dynamic power consumption. Dual-edge triggered ip- ops provide a mechanism to propagate data on both edges of the clock instead of just one. This allows the designer to run a clock at half the frequency that would otherwise be required to achieve a certain level of functionality and performance. Coding a dual-edge triggered ip- op is very straightforward. The following example illustrates this with a simple shift register.
